Recognizing significant gaps and disparities in the provision of services for children and their families as observed in educational, health and other outcomes, the State Commissioners adopted a resolution in November 1999 to take proactive steps toward ensuring that California children and their families from diverse populations, including children with disabilities and other special needs, are an integral part of the planning and implementation of Prop. 10.
In October 2001, the State First 5 California Children & Families Commission approved Principles on Equity developed by the Advisory Committee on Diversity. The Advisory Committee put forth four major components to the Diversity Principles:
These principles are intended to guide and support policymaking at the state and county levels on behalf of children and their families from diverse backgrounds and with diverse abilities with the aim of assuring improved programs and access for all children throughout the state of California.
