Commission Compliance with AB 99

In response to enactment of AB 99, which requires county commissions to transfer to the state of California $950 million by June 30, 2012, commissions are being forced to make deep cuts in their funded programs. Because their fund balances, for the most part, are not "reserves," but rather are used to fund multi-year initiatives, they must re-evaluate every funding agreement and determine where to make the necessary cuts. This is a wrenching process in every county. Below are sample tools county commissions are using to make these difficult decisions in the most thoughtful way possible.
